Observation: Earlier this year we seem to have gotten quote server and brokerage outages during the dips. Nowadays it seems to come during sharp peaks. Who is liquidating during those peaks?

Are fund managers going to step up and buy this close? Many charts look very oversold. Where is the floor? Buying power amongst individual investors decreasing daily. If 'smart' money began to sideline this past winter, then they now have lots of cash for shorting? Aren't these the same people who supposedly got back around Sept 1st... the point at which the market began to roll over (again)?

If we assume most of it is going towards long positions... Is the amount of mutual fund inflows enough to counter the effects of both panic selling and shorts with cash? I do not know. Just thinking aloud fwiw.
