(grin) I suspect the biases, if there are any, are due to such things as age. If certain districts are primarily comprised of people above the age of 65, for example, they may have more of a problem registering their vote with the chad system. If age is not evenly distributed throughout Florida, and if political leanings are not evenly distributed through age, then this system failure can unevenly influence the election.

Well, no actually it' not. The votes totals from all counties have been turned into the SOS and the results have been certified.

Counting them all is an option--an expensive and time consuming option.
