I referred to the stipulations that close votes be recounted in addition to that allowing the call for manual recount. The entire episode was generated by these stipulations, which themselves differ from those of many other states. So then should Florida decide to expand the recount statewide on the basis of its existing law, it should not matter to other states. Florida would not be allowing a recasting of the votes.

It looks like the Sec State's ruling was compelled. Bush wins. But I think the Dems will use the nature of the victory against him, and their criticisms will stick. At least one good thing has come of this - Al Gore is finished. His appeal looks very unstatesmanlike.
