Don't think they'd be able to manufacture ballots without getting rid of the same amount of ballots. As part of a recount the registered voter count would have to be considered and compared to the voter count when voters signed in at the polls. The signed in voters at the polls would have to be equal to the ballots cast. Of course some of the cast ballots may not be counted as votes since they would be spoiled ballots, however, they should still be available to count. They should also have a count of all ballots delivered to the polling places and the amount of ballots un-used. Basic inventory tracking really. If they haven't done that...they have no clue what's happening.
