I believe a minor change say one need to have over 1 or 2 percent majority in order to win all the electoral vote would be enough to avoid these statistically allowed error(invalid ballot, counting glitches) and below that, just make it a tide and each have half the electoral vote

That sounds too complicated, but Maine has a a way of assigning where each candidate gets 1 electoral vote for winning each of 2 congressional districts and 2 electoral votes for winning statewide plurality. But a candidate can win by a single vote, so it doesn't help much in close elections.
