I don't know where you got the PB figures, but if they are true, then what you say is indeed correct.
One thing, however, is that chad problem in PB is more an issue of people punching more than one perforation.
IF they managed to punch through more than one, then they are going to be tossed out. End of story. Doesn't matter who they were going to vote for or what the machine said.

The statistical anomaly in PB may be high, but it isn't because of a machine problem, but a voter problem.

I don't think Gore is going to get what he thinks is there, however.
