The rules were adopted in 1993, before Bush took office as governor. Bush signed a law in 1997 that said a manual recount is preferred to an electronic machine recount to decide close elections.

The story also includes appropriate whining from the Bush camp about how different things are in Texas.

I have noticed a double standard in play throughout this process. It makes you wonder if Bush knows what he is signing when he signs it.
