tremendous expense in counting manually
These punch cards have been in use for 40 years. They were designed to be machine counted first and re-counted by hand. There is 40 years of prior history, prior recounts, and close elections. Don't try to make it sound like this is new or unusuall (except for the TV cameras and James Baker's makeup artist).
