Have you, in your entire life, ever heard the WINNER of any election ask for a recount? I haven't, but I've heard at least two dozen losers ask for a recount.

Gore made the (possibly meaningless, because of the missed deadlines by Republicans) statement that hand counting the ballots in any district was okay with him. Bush could publicly ask Gore to agree that -- given his offer -- even if the Republicans are technically too late to ask for a recount, Gore will accept the results of recounts in any district the Repubs want one in and if he doesn't receive a majority of the hand counted votes statewide, will step aside.

Gore won't do it, undoubtedly, as Bush wouldn't. But it would be an entertaining moment.
