The certification of the vote is a compelling legal event. Once done, it changes everything, including the scope of review after. The court simply said do not take that compelling act until we are certain it can legally be done. Since the court is the ultimate interpreter of the law, its will is absolute on this point.

It may very well hear argument and simply say, the arguments are not very compelling....go ahead and take whatever action you want, Ms. Secretary of State.
