Glenn, I'm guessing the return of invesment is probably too low and slow for the telco. The service fee is low and the telco probably misjudges the difficulty of this broadband deployment.
A friend told me last week that he tried to install a DSL line at home by himself(the phone company told him it's very easy to do). But he ends up paying over hundred to have the phone company to do it for him.
I'm not 100% sure what's going on with this slow down, I still don't think it's a problem of demand. Unfortunely, if this broadband deployment slows down, it's gonna slow the internet revolution too.
