Again, I mean to say that the concerns of the voting majority of a democracy, may not include all pertinant concerns for all stakeholders involved in said issue. If you're asking about "higher authority", I'd say the beginning and end of the debate of access to the Tongass National Forest does not lie with the "right" of some fellow with a 4 wheel drive truck to drive out to his hunting spot. I'd say, given that there is a limited and diminishing amount of biologically diverse land (and sea) on this planet, and that humans, one and all, depend on that diversity; we need to consider whether the desires 100 thousand folks who live in SE Alaska is greater than the long-term need of everyone affected by the condition of said forests.
