I believe the rationale the Bush people used was that any "manual" recount would favor Gore, because the punch card ballot is used in predominately Gore counties, which would be the ones most subject to manipulation. Makes sense to me.
I believe that there was massive voter fraud in Palm Beach County in any case ( 15,000 votes stolen from Bush of the 19,000 double-punch ballots). The trumpeted "voter confusion" was a smoke screen.

OK, I will merely wrap up by saying that the Republican Party was in no position to impose rules upon the relevant jurisdictions, and that, although there are supposed to be observers from both parties, if the rules (controlled by the dominant party) permit abuses like the counting of slightly indented chads, there is no recourse..........
