I heard a discussion of this issue on MSNBC. They claim that if Fla's electoral votes cannot be cast on December 18, that the candidate with the most electoral votes wins.

If neither candidate had at least 270 and all state's EV's were counted, then it goes to the speaker of the House unless he is considered incompetent for the job. If so, then it would go to the senior member of the Senate, Strom Thurmond. Wow!

What would happen if Secretary of State Harris refused to certify the vote because of her belief it does not fairly represent the will of the people?
