it was said that many of this 19000 number really did vote. They realized they had made a mistake and returned the soiled ballot and got a new one and voted correctly. The invalid ballot was counted as an invalid vote and is in that 19000 number but many/most of these people actually voted.

the 19,000 did not include undervotes. If you include undervotes the total in PB County was closer to 30,000.
