Interpreting Intent has clear precedents. I wouldn't be so quick to characterize this as a wilderness, or make light of it as a Karnac gag on latenight TV as some have. Also, I think you misread me if you think I was advocating 100% voter turn out. Voting is a privilege of citizenship despite my opinion to treat it as a duty. That would be wonderful to see enormous participation and exercise of this privilege. But for those that have gone to the trouble to exercise their privilege, then tabulating should be as close to 100% a possible. To advocate counting less thoroughly in any precinct undermines people's perception that their vote counts.
