Reason, lack of Postal Stamp and in some cases lack of witness to signature. This is even though the head of the US NAVY POSTAL SERVICE said that on ships it often is the case that they do not have the time to stamp the mail with the postal date as the mail has to go out when pickup is available. As to lack of witness, it is not clear on the ballot such is required. So the bottom of the story is this: The WILL OF THE VOTER only counts if it is the RIGHT VOTER. JDN >>
