Thebeach, the U.S. Constitution does not specify the date of the electoral college vote.

Apparently there has been a case where a state sent in votes from both groups of electors when the decision couldn't be made in time, but I don't know the details. I believe it was Hawaii. According to the 20th amendment, if neither candidate has a majority by January 20th, then Congress decides on how an acting president will be selected.
