I understand that Republicans are angry that hand counts are only occurring in Democratic counties. That is happening because Gore asked for hand recounts and Bush did not.

I have not been following the counting all that closely, but I happened upon this point the other day at slate.com.

And I cannot accept Michael's logic that it is unfair to recount in counties that used punch cards (which everyone concedes produces more errors than other systems) simply because more such counties favored Gore.
slate.msn.com

It suggests that there is a correlation between states using punch cards and the states being recounted. If so, there's a certain logic to that. Of course, it's probably coincidental, but still interesting, if true. It would be nice if there were just a tad of logic in this as a partial counterbalance to the partisanship.

>>I repeat not a single ballot in Florida can be placed in the Gore column by a vote counter over the objection of a
Republican observer. If a ballot is objected to, the ballot must be set aside for further review by both Democrats and Republicans, and ultimately by a Court if the winner of that ballot cannot be resolved by the Canvassing Board.<<

I think the three people on the canvassing board that make the final decision on ballots set aside for review, are all democrats. At least I remember having read that by a poster. Not first hand certain of this though. If true, partisanship will favor Gore.
