They never did agree to it, they already have ignored it, but they won't discard it...and its influence will grow because it gets followed from time to time, and we learn to appreciate that.

For instance, the act of following the Constitution will prevent Al Gore from getting the Presidency without a FAIR FULL statewide hand-count. Without that, Bush must go on in based on the FULL FAIR statewide recount that already ixists. Gore won't get in unfairly as he has agressively sought to do by picking his chosen counties to employ vote recovery methods in, he'll have to win fairly, IMO.
