That isn't actually true. The electors need a quorum to vote. I will research it, but I believe if the entire number of any group of electors (REP or DEM) failed to show a quorum may not be met.

Then the House takes over...then the Senate...

NOPE I was wrong. It is the total number of electors that matter. A quorum only need be met if the representatives vote due to tie.

thats not my understanding, regardless, its highly unlikely florida's votes will not be counted. if kathleen harris doesn't certify(and the courts can't force her) the republican controlled state legislature will decide on electors.
