I believe they use statistical analysis to extrapolate from the sample of three precincts whether to do a full manual recount of the entire county. The sample of three precints is supposed to add up to at least 1% of the county.

I see the Republicans are arguing that the manual recount should only be done if the sample indicates a problem with the method of tabulating, which means the hardware and the software. The Democrats are arguing that a manual recount should be done if the sample, extrapolated, indicates that the other candidate would win. But Gore has already won in these counties. So what is the justification?
