dvdw:If a punch card ballot is absent any indication that a voter wanted to select a presidential candidate, then the ballot will not be counted for Gore or Bush. I suppose if a voter started to push out a hole for a candidate, then changed his mind, you might end up with a "dimpled" or partially punched out hole that a hand counter would conclude was a "vote" for the candidate when it really reflected a decision not to vote. But that scenario is the least likely. Based on studies of problems with punch card ballots, the overwhelming problem is that the voter fails to punch out the hole so that the chad remains in place or partially in place, the vote is not counted. Visual inspection is necessary to determine whether the vote should be counted toward a candidate.
