All the polling places and machines were set up once and could be used again.In a few days or a week all local votes could be counted. Allow 30 days for the overseas voteing round -trip. To make it fair all Republican precincts would be allowed 1 machine or manual recount taking no more than 7 days.All Democratic precincts would be allowed to recount at least 4 times or until they could gain no more votes and with no designated time limit to report results.
