From what I have done it is clear to me that for maybe 1000 or even 10000 a small accuracy advantage might go to the manual count. But for over a 1/4 million with teams of who where one corrupt team of the 50 you can move 10 20 fifty or .... votes. It would take somebody a little bit of privacy and about 15 minutes.
