The supervisors who decide the disputed ballots in counties where recount is taking place are either majority Democrat or all Democrat. So you can expect which way the disputed ballots will go.

During the manual recount, there is a lot of room for other errors. For example, it was reported this morning that someone "accidently" placed a stack of Bush votes of over 20 votes to a Gore pile, to be counted as Gore votes.

A "mistake" like that crates a swing of about 50 votes. Another thing to consider is that even though you have 1 Republican 1 Democrat observer, you have 2 counters, who are government employees. Government employees in this country are predominantly Democrat. So as a result, you may have 3 Democrats and 1 Republican at each counting table.
