"when the Republicans themselves included them in the mandatory recount in Seminole County" You have defeated your own argument...this recount was not requested by the Republicans...it was mandatory...and it was completed ON TIME...and the number of ballots was minuscule. This wasn't a handpicked county...the machinery did malfunction (apparently lost power)...and they were not "mining for votes"! As far as hand re-counts in Texas...the State has "statewide" standards"...and they no longer use ballots with chads...hence a hand re-count is not subjective as in the State of Florida...we're talking apples and oranges...get your facts straight!
