If only the uncounted ballots are manually recounted, then Gore can gain votes but not lose any, because he doesn't have any votes on these ballots to begin with.

Well, the same is true for Bush votes, right?

BTW, I am convinced that Bush has won. His lead is big enough not to succumb to the manual recounts underway. And, I do hope the Dems don't pull any tricks to sway any of the Republican electors.

And, I think Gore's career is over. If, as everybody predicts, Bush will be a one term President, we are looking at the distaff Clinton in 2004. Personally, I doubt it. She seems to be disliked widely and is unlikely to carry the states that Bush got this time. Also, she already shot herself in the foot by criticizing the electoral college system.
