Dan, I would be surprised if conceding had any legal effect whatsoever. One thing I do know is that the Constitution gives the authority over how electors are chosen to the state legislatures (See Article II, Section 1, second paragraph), so I don't see any way that Gore could "send his electors to vote along with Bush's electors" unless Florida law allowed it.

As for Harris defying the Florida Supreme Court, I don't see how you can say it is "certain" that she would do that. She would surely be found in contempt of court if she did so, and we can presume that there would be rather unpleasant consequences for her. She was also very careful to construct a legal strategy to comply with the letter of the lower court's ruling, so it would be out of character for her to suddenly become defiant of the courts.
