All I know is that some memo was sent out on election day warning of the confusion with those butterfly ballots. So how do we know who any of those ballots were really for? Like you, I am surprised those aren't discussed more fully. Still, if the voter him or her self punched two holes I can't see how that constitutes fraud. The article further states: No information is available about the number of ballots invalidated for previous primary, state, and the 1998 Congressional votes. But then the same article states: ONLY in Palm Beach FL were 15,000 ballots "invalidated" (for double punched ballots) in the 1996 Presidential election You would think they would have long ago gotten rid of the stupid butterfly ballot. It obviously causes problems, confusion and too many discarded ballots. Okay, the article continues with: (Certain central city Democratic precincts in Chicago reported 120,000 double-punched ballots; and Duval County in Florida reported 22,000 double-punched ballots. Neither used the same arrangement of candidates as at Palm Beach. This shows that "lining up" buttons was NOT actually an issue at Palm Beach, but was created as an excuse to blame the symptoms of fraud at Palm Beach.) Actually, it shows that lining up of buttons IS an issue but not necessarily fraud. The complaint has always been (from all I've seen, heard and read - as reported in the media) that this ballot was a huge problem of confusion. No one had called it fraud though. But why don't we hear more about the discarded ballots in those places?
