right, the law says you can request hand counts and the votes MUST be completed within 7 days. the same for both sides, right? it seems the democrats were just plain dumb for not having the manpower required to complete these recounts. The law also says that you must allow 10 days for overseas postal votes. The law is clearly contradictory in its present state as it allows manual recounts to be requested, but does not permit enough time to actually do them (no way can you test for & conduct a large recount in 4 days), unless the Secretary of State uses his/her discretion to permit it. So it goes to court.
