I don't know the history of suffrage being extended to all white men, but I think we all know the history of suffrage being extended to black men and then all women. I think universal suffrage for white men was a tenet of 19th century Liberalism, REAL Liberalism. If only people who paid taxes voted, here is the list of people who could be disqualified, full time students, whether high school students, or college students; stay at home mothers, stay at home fathers (not to be sexist), and non-working spouses; nuns, priests, and other religious. I assume you mean income taxes. We all pay sales taxes, of course.
