Someone who has served in the military abroad can answer this as a factual matter, it is my understanding that active duty military don't always have access to military post offices and the mail is carried in special pouches. If so, the right of the military to vote is guaranteed by the Military Voting Rights Act of 1999, which would preempt state law that abridges the rights of the military to vote in federal elections. 42 USC Sec. 1973ff et seq.
