The doctrine of federal preemption - if it is impossible for naval servicemen to get their ballots postmarked, then Florida must accept them anyway, otherwise Florida is violating federal law. Federal civil rights acts have forced unwilling states, including, probably, Florida, to enfranchise blacks, so this shouldn't be any surprise to you.

We were all entertained a few days ago by Flats telling us the history of literacy tests with respect to black voting rights. Those statutes were illegal and were struck down. Well, military personnel have voting rights, too.
