It is easy to counter your arguments because they have no legal basis in Florida law.

First, it is against the state election law of Florida to conduct manual recounts more than a week after the election.
Gore had no right to make such an offer.

Second, Bush won the state vote as of Tuesday and
he has won the absentee ballot as well as of Saturday. The manual recount has not produced the kind of numbers that could change the outcome of this election. The machine count on the valid ballots is unlikely to produce any change in the vote. In any event it will not be enough to justify the recount. A recount of the invalidated ballots is also unlikely to produce any substantial change other than what subjective interpretation of a small percentage of the ballots that might be arguably valid.
