I wouldn't call enforcement of civil rights in federal court "federal intervention". 42 U.S.C. Sec. 1983 provides a right of action to any person deprived of their civil rights by someone acting under color of law. I know you've heard of civil rights suits. Well, this is potentially one of them. The law provides that the prevailing party may be awarded attorney's fees. Shouldn't be a problem getting a conservative lawyer to take one of these cases. Maybe even a liberal one.
