She did follow the rules. The recount they are presently making doesn't comply with the reasons that are allowed under state law. There has been no allegation of fraud and the machines function properly. Therefore, the machine count is supposed to stand. And, a very interesting aside.
There was a lady in Palm Beach county who ran for the State Senate. She lost her election by 11 votes. They ran the second machine count and she still lost. She then asked the canvassing board, Roberts, Teresa and the Judge, for a manual recount. They denied it. Guess what their reason was? They cited state law that a recount could only be done if, there was an allegation of fraud or the machine did not function properly. The very same frauds who turned her down now did a 180 and are fighting for an illegal manual count.
