I may have misspoken (mistyped). Hiccup. The Sec'y of State is, I believe, an elected official, and I guess she is part of the state's executive branch. When she is acting as final arbiter of the elections, she is carrying out the laws and legislation of the state in an administrative function. So maybe the final conflict is better stated as an executive vs. judicial conflict, or maybe executive/legislative/administrative vs. judicial.

(The last time I was in Florida I was dismayed by the number of alligators and preponderance of fire ants, not to mention how dismal Disneyworld made me feel, but I was not so depressed that I took down the Florida Code Annotated for an afternoon's read.)
