We agree to disagree here. There is no difference, but the Bush attempt at action may have more merit than Gore's.

Why? Bush does not know for sure what those votes will reflect for him. Of course he has a good idea, but it is very clearly the will of those peoples votes that will be reflected. Gore's objective may or may not reflect the actual will of the people as it is selective. Big difference.

"Will of the people is the Democraps' euphemism for "manipulating the system to our ends". If they truly cared about "the will of the people", then they would have not declared "war with the military", who by the way are our people.
