I didn't say he wasn't author or sponsor. But there were plenty of others that were interested at the same time.
I'm not saying he wasn't on the curve, or even ahead of it. But the internet was coming, with or without government assistance. The fact that the government was involved is hardly a reason to cheer. In fact, I still consider the government the biggest threat to the internet. The fact that they've stayed hands off is more a testament to Congressmen (Dem and Rep) who wish it to remain an independent domain.
You also have to remember that funding for ARPAnet began well before Gore was in Congress. His foresight or vision was good. I don't think anyone has tried to sell him short on that. But it's the way he pumps it up (and so many other things) that I find annoying to the nth degree.
