IMO, the Republicans developed creation of perception into a fine art. I suppose it was a fallout of being the minority party [and be implication representing the minority] for so many years. I was listening to C-SPAN a couple of years ago when the Republican majority was briefing the incoming House freshmen...broadcast live on C-SPAN and listened to the senior members brief the freshmen. Paraphrasing slightly...."You may think that you are here to represent your constituents, but your first loyalty is to the party and you should think in terms of what you owe the party; then your consideration should be: what does the party owe me. Last, your constituents."

I wasn't amazed that this was the view [cynic that I am], but the arrogance of knowingly broadcast the position over C-SPAN was astounding.
