of voters known to have cast their votes .. then the
SOS would be acting within her discretion to deny those
votes in the certification process ..

Therefore; for each precinct the total exact number of "verifiable" votes is known .. ie .. you can't come up with more valid votes in a given precinct than the total number of registered voters that signed in on Nov 7th

I think the signatures should be verified. There have been reports/rumors of poll workers voting in lieu of the voter. A signature check should shake this out if it exists. One could check one hundred or so precincts with statistically high voter turnout.
