wayne, i think the most valid issue with manual counts is that you would have to do it in EVERY state that is close. my understanding is that 4 or 5 have been decided by a few thousand votes. as it stands now, florida is the deciding state. however, we really don't know who won 3 or 4 other states b/c they used machines. those 3 or 4 states could solidify florida or turn the election.

i also agree that manual counting isn't near 100% accurate - especially in this explosive environment. i do bet it would be closer than the 2-5 (12% in some counties) than the machines, though. this assumes counting is done in a bi-partisan fashion.

re: standards. this is a tough one. dade county set and standard and the gore group didn't like and threatened a lawsuit if they didn't change it to a method that favored gore in these districts.

manual counts are a mess for legitimate reasons. gush doesn't appear to be focuing on the legitimate issues, though. perhaps their explanation doesn't fit well in a sound bite. or, perhaps, he just wants to throw up everything and the kitchen sink to cloud the issue.
