Dear bigsablepoint: Those ballots from the military will have an APO designation on the envelopes. When I was in (long time ago now) I believe all the mail at least coming from the West went through a central clearing house out in Calif. I believe) The bottom line is that I think military mail is slower then civilian mail and certainly no one would have the opportunity to SLIP something in as that mail has probably been in route for maybe two weeks.
