After reading this post on SI, I conclude that some, at least, of Florida's absentee ballots do use punch cards, so maybe there is an innocent explanation for the taped cards. I hope so.

Guess what? We had ZERO lines pointing to our choice of vote. We actually had to use our brain power to figure out the corresponding number to
punch to match what was listed on voting description pamphlet....Oh my God. Maybe I should file a lawsuit. I had to use my brains to vote. It's not
