Well of course! Blushed chads should definitely be counted too. After all, "we want every vote counted"

Except of course those bloodthirsty good for nothing military personnel overseas. Who may have signed their name with a pencil instead of a pen. Or, who's signiture didn't match exactly because they were signing it on a flight deck while loading bombs.

How in the world do you count an unused ballot? Isn't it by definition "not used"?
