Services weren't mandated they were defined by the operators of the world within ITU by WRCC. UMTS wasn't around back then. It was a cooperative planning stage for 3G services, and was technology agnostic.

I am still looking forward to my first Verizon 800 MHZ/900 MHz/1900 MHz AMPS/GSM/CDMA handset.

I can live without 1800 MHz, GPRS, or WCDMA.

Interesting what happened in Istanbul this year and the turnaround in US thinking on spectrum isn't it?

Also interesting what happened in Brazil. I sure didn't expect that one.
