She has no choice but to close the certification process unless there are justifiable circumstances (her discretion) that prevented a fair and lawful election. It is up to her judgement, based upon precedent and law to decide if these circumstances met the threshold for permitting a manual recount.

And as I said, the arbitrary decision that the ballots were confusing based only on the fact that there were so many invalid ballots were not substantiated when compared to other counties and past experience.

In the 1996 election there were nearly as many invalid ballots disqualified in Palm Beach.

In addition, in Duval county, which historically has voted 59% republican, over 9% of the ballots were declared invalid.

And as I've stated before, the fact that this lady lost by 11 votes in the first election certainly creates the impression that this decision to manually recount was, in fact, an arbitrary decision not based upon any precedent or standard.
