John, There isn't one issue on that list that will change in a significant way under Gore or Bush. True, but it's all done on the margin and it is about the direction the issues will move at their usual snail pace. Given enough time and support in Congress, I don't doubt that the candidates would like to achieve what they "advertize" during the campaign. But there is too much inertia in the status quo, and it is unrealistic to expect either candidates achieve their objectives. Maybe 10% in 1 term, 25% in 2 terms. Joe
