I don't think that it has been mentioned. But what about Printing problems with the ballots? Are we assuming that every ballot was manufactured without any defects? You could have a run where the adjustments were not just right causing busted chads, demples or what ever. Any imperfection in the printing process could greatly be magnified with all of the handling etc,.. Coin collectors know what I'm saying. Keith@theyAreWastingPaperInTheOutHouse.com
